Pete Simpson, spokesman for Portland police, said that about 8 a.m. officers were conducting their usual wake-up patrol, asking people sleeping on Southwest Naito Parkway under the Morrison Bridge to pick up their belongings. Simpson said several people became argumentative, prompting an officer to deploy pepper spray.The officers arrested two people. Multnomah County Animal Services took the dog.
