In July, the county agreed to pay more than $500,000 in patronage case payouts to 11 people that a federal court monitor determined were fired for unlawful political reasons after Berrios took office in late 2010.In 2011, Kruse applied to renew his license and told the Illinois Department of Financial and Professional Regulation he had completed the required continuing education courses from 2009 to 2011, according to state records. During a routine check of license renewals, however, the state agency found that Kruse had "in fact had not completed the continuing education courses," records show.Kruse, 64, declined requests for comment. The assessor has refused to comply with Inspector General Patrick Blanchard's subpoena of documents relating to an employee who allegedly received a homeowner's tax exemption to which he was not entitled.Blanchard sued last summer. Berrios tried to have the case dismissed, arguing the County Board improperly gave Blanchard the authority to investigate the assessor's office. On Wednesday, Cook County Judge Franklin Valderrama denied Berrios' motion to dismiss the case. Blanchard said he expects Berrios to appeal.If the ruling holds up, it could send a wider signal that the county ethics ordinance applies to all countywide elected offices. □長城證券 張勇在上周的橫盤整理期，部分周期股脈衝一度令風格轉換的呼聲再起，但是隨著有色、鋼鐵等板塊的再度回落，上證綜指重新考驗2000點，周跌幅達0.迷你倉41%。而創業板卻依舊牛勁十足，雖然衝擊歷史新高未果，但是全周漲幅依然高達3.41%。筆者認為，由於市場信心不足，即使個別權重護盤，2000點整數關口也很難保住。首先，打新令市場預期混亂，喜新厭舊導致市場拋售壓力加大。新股IPO重�，新股定價過高問題依然沒有解決。為了解決新股發行市盈率過高的問題，監管部門嚴查新股定價過程中的報價環節以及利益輸送的可能性，提示了新股市盈率過高等措施。但是新股市盈率下降依然需要一個過程，其中如何監管網下配售部分的巨大利益還是難點重點所在。�所周知，加大監管力度嚴防打新過程中的利益輸送無疑是正確的，但是監管成本極高，而且很難長期依靠運動式稽查來解決。此外，為了解決資金超募問題，又出現了存量老股東巨額套現的問題，因而形成了兩難的局面。另外，新股市值配售還需要足額現金申購也備受市場質疑，一些滿倉的中小投資者面臨著是放棄新股認購還是斬倉認購新股的艱難選擇。總之，新股改革新政解決了諸如搖號專業戶、資金超募等部分歷史遺留問題，但同時也帶來了滬市冷落、投資者認購現金不足、老股東巨額套現等新問題。由於投資者預期混亂，新股上市並未給市場帶來新氣象，投資者信心下降，拋售壓力加大。從資金供求關係看，新股高速擴容的負面效應逐步顯現，這加劇了資金供求關係失衡的局面，投資者只能抓小放大。在經歷了一周的打新之後，本周一又有八只新股發行，這將對市場資金面再次形成考驗，在總體資金偏緊的背景下，新股高速擴容無疑導致市場資金淨流出，股指重心大概率會逐步下移。其次，利率市場化正在提速，存款利率變相提高導致市場利率上行，這對經濟複蘇不利。近期市場最關注的一個話題就是天弘基金憑借貨幣市場基金一舉取代華夏基金成為管理規模最大的基金管理公司。截至1月15日，阿里巴巴旗下天弘基金推出的餘額寶7個月規模就超過2500億元，平均每分鐘資金淨申購300萬元。天弘基金規模的快速擴容並未引發基金業的mini storage議，相反在互聯網金融界引起劇烈反響，騰訊等相繼推出類似理財通產品。不僅互聯網金融，銀行業的危機意識被喚醒，也都開始加入到貨幣市場戰團中來。互聯網金融快速發展對銀行的衝擊最大。由於互聯網金融的高速發展，銀行儲蓄通過各種“寶”購買貨幣市場基金進入貨幣市場，獲取5-7%的收益，相比活期儲蓄高出十幾倍。中國銀行業的主要盈利仍然來自于息差收入，如果銀行被迫跟隨推出類似理財產品，勢必導致儲蓄端成本的大幅飆升，倒逼銀行提高貸款利率，在中國經濟不景氣的背景下，貸款利率的提高意味著呆壞賬的上升。由此看來，銀行業未來息差可能會大幅收窄，這將導致銀行盈利下降。總之，互聯網金融的快速發展引發活期儲蓄搬家，銀行業未來被迫提高貸款利率。如果市場利率持續上行，不僅對股市造成衝擊，對實體經濟回暖打擊更大。從市場表現看，藍籌股表現遠遜于成長股。從市場自身看，成交量日漸萎縮並且進一步流向創業板，這並不支持藍籌股行情的開展。從基本面看，經濟上行乏力，去產能、去杠杆導致藍籌股缺乏業績支持。不僅有色、煤炭等板塊持續走弱，銀行、地產等低估值品種走勢也都相當疲弱。與此相反，市場活躍資金只能重複2013年的主題投資套路，借助政策繼續深度挖掘成長股的機會。當然，在新股高速擴容的背景下，無論是藍籌股還是成長股，都會受到不同程度衝擊，僅是早跌晚跌的區別而已。從市場趨勢來看，短期上證綜指依舊會維持弱市探底，擊穿2000點幾乎沒有懸念，而且擊穿之後也很難產生像樣的反彈行情。從新股認購的情況就可以看出，投資者不僅對滬市藍籌股不感興趣，甚至對滬市上市新股也不感興趣，陝煤股份更存在破發的風險。創業板指數則依然有可能逆勢走高並創出歷史新高。原因依然是來自于資金依然從藍籌流出到創業板為代表的成長股。投資策略上，建議半倉操作。一方面應對打新要求，另一方面應對市場潛在的下跌風險。投資品種上，建議關注互聯網金融、手機產業鏈、LED產業鏈、生物制藥板塊等。對於超跌嚴重的地產、有色、煤炭等仍需保持謹慎。消費股方面，家電、醫藥可以作為申購市值進行配置，白酒、餐飲等行業的冬天依然沒有過去，建議繼續觀望。self storage

迷你倉　　曾經私密又高檔的會所，新年之初迎來了變局時刻。為響應中央八項規定，北京市政府日前要求，市屬公園內的私人會所、高檔娛樂場所一律關停。　　1月15日，北京市舉行“整頓會所歪風”通報會，對於高檔會所隱身于公園內的情況，北京市紀委已聯合園林綠化、文物、公園管理等單位，對於“會所中的歪風”進行整治，停業整頓、轉變經營一批會所及餐廳。　　這次共排查出24家公園內會所。《中國經營報》1月16日通過走訪發現，部分如北海公園乙十六御膳堂已經貼出“停業整頓”的告示。　　不過，公園會所整頓依然面臨各種問題。北京市紀委黨風政風監督室主任趙玉岐認為，“必須初步界定什麼是私人會所。”來自法律界人士的看法則是，反腐倡廉是肯定的，但會所是不是就一定腐敗，是個問題。關閉還是整頓　　北京市舉行的“整頓會所歪風”通報會介紹，這次共排查出24家公園內會所，包括北海公園內的乙十六御膳堂、上林苑飯莊。　　在乙十六御膳堂，記者發現面門前擺出“停業調整”的牌子。乙十六餐飲公司總經理劉彬稱，1月9日已接到相關部門停業整頓的通知，目前，已形成初步的調整思路準備報批。 據其介紹，接到公園的通知後，餐廳已開始逐步整改，將人均消費降至120元左右。“整改思路是如何面向大�，把價格降下來。”　　劉彬承認，此前餐廳的定位為高檔餐廳。之前有媒體報道，該會所人均消費水準最高、裝飾最為奢華、所處地段最隱秘。　　不過，調查發現，乙十六地壇公園店、紅領巾公園店目前還在正常營業。“北海店若得到批准，年後御膳堂將可能恢複營業。”劉彬介紹。　　和乙十六御膳堂，上林苑飯莊已經停業，而更多公園高檔餐廳如龍潭湖公園內的萬柳閣開始降低菜價。　　關閉還是整頓？1月15日，市園林綠化局發言人強健表示，根據要求，私人會所必須關停。而高檔餐廳則需要根據自身的情況進行調整，比如調低檔次和價位，讓普通遊客也能消費得起。　　趙玉岐認為被關停私人會所應該具備三個迷你倉將軍澳件：一是在城市公園及文保單位中開設的；二是佔用公園及文保單位內亭、台、樓、閣等公共資源封閉經營的；三是規模大、裝修豪華，只為少數人提供高檔餐飲、娛樂服務的。　　康振宇律師認為，高檔餐廳可以整改，私家會所必須關停，明顯是選擇性執法。“就因為人家高檔，就要關停，這說得過去嗎？”會不會產生法律糾紛　　私人會所或者高檔餐廳如何進入公園？據瞭解，因原御膳堂餐廳經營不善，2010年，乙十六餐飲公司參與了北海公園組織的公開招標並成功競標，隨後開始經營御膳堂。　　北海公園副園長楊寶利介紹，乙十六御膳堂所處建築並非古建，而是上世紀80年代建設的園內功能性仿古建築。御膳堂所處地址自1925年起，即為清宮的茶點社，隨後被改建為大�餐廳。1990年開始，餐廳改名為御膳堂。　　北京市公園管理中心原黨委書記鄭秉軍在接受媒體採訪時也表示，原來御膳堂一直由北海公園自己經營，但由於“年年虧損”，因而嘗試引入社會專業化經營單位，“乙十六就是在這種情況下進入了北海公園。”　　調查發現，乙十六御膳堂辦理了營業執照等相關手續。2006年，《國家重點公園管理辦法》規定，任何單位和個人不得擅自改變國家重點公園的功能，不得侵佔國家重點公園的用地，不得擅自改變國家重點公園的用地性質，不得出讓、變相買賣國家重點公園的資源，不得進行經營性開發和上市。　　2013年5月初，住建部部再次重申，嚴禁在公園內設置為少數人服務的會所、高檔餐廳、茶樓等。然而，這一系列規定並沒有阻止私家會所的進入。　　根據北京市政府方面要求，公園內租用合同到期而且與公園功能無關的場所一律不得出租，確保公園更好地面向遊客、服務群�、提高質量。　　會所的出現，源於企業的經營策略和客戶群體，完全屬於市場經濟範疇，關停公園內的私家會所如何解決面臨的法律糾紛？劉俊海認為，不讓黨員進會所，並不等於不讓開會所。“反腐倡廉是肯定的，但會所是不是就一定腐敗，是個問題。”倉

迷你倉本港旅遊配套設施不足，已是一個老大難問題，今後隨�訪港旅客不斷增加，問題將會進一步惡化。政府推測二○一七年訪港旅客將達到七千萬人次，為本港人口的十倍，而二○二三年更會突破一億大關，除了勢必增加口岸、交通、景點負荷，酒店不足問題也將更加嚴峻，當局盲目追求旅客增長而無視配套短缺，只會令中港矛盾進一步惡化。目前全港有酒店二百多間，總客房大約七萬個，平均入住率高達九成，若非大量有牌及無牌賓館解決部分旅客的住宿需要，酒店房間更加捉襟見肘，將來旅客人數進一步上升，酒店隨時被逼爆。業內曾評估，未來十年客房總數要增加一倍，才能滿足市場需求。問題是建酒店需要時間，更需要土地，房屋問題日益嚴峻，港府拓土建屋寸步難行，要落實十年建造四十七萬個住宅單位的目標尚且是巨大挑戰，若將部分土地資源改為發展酒店，阻力必然更大。發展局局長陳茂波承認，政府會努力找地建酒店，但鑑於土地資源有限，須在建酒店及建屋之間作出取捨，而將工廈改建酒店是其中一個選擇。其實，工廈改建酒店並非新構思，當局多年前已提出活化工廈計劃，可惜議而不決，決而不行，至今沒有甚麼進展。工廈改變用途涉及補地價，政府與業主分歧甚大，一直談不攏。港府奉行高地價政策，土地收入作為庫房重要來源，補地價當然是愈高愈自存倉，惟在商言商，若工廈業主認為補地價太高，改建酒店無利可圖，肯定沒有興趣。政府與業主討價還價，始終無法達成共識，今次施政報告別出心裁地提出仲裁先導計劃，委託仲裁機構釐定補地價水平，但這是否能解決問題，實在令人懷疑。仲裁機構訂的水平過高，業主照樣不會接受，補地價水平太低，則可能被指明益財團。很明顯，仲裁計劃只是政府將責任外判出去而已。不管黑貓白貓，捉得到老鼠就是好貓，如果訴諸仲裁有助加快工廈改建，誠然是一件好事，怕就怕引起更多爭議，徒添混亂。說到底，釐定補地價水平從來是政府的責任，若當局缺乏誠意及彈性，繼續畫地為牢，活化工廈只會繼續「煲無米粥」。不可不知，港珠澳大橋兩年後落成，將加快珠三角經濟融合，帶動區內更多人員流動，亦帶來更多商機及挑戰。大橋位於澳門及珠海橫琴的兩個落腳點，估計到二○二○年將分別提供五萬個及一萬五千個酒店客房，反觀香港預計總共增加三千個酒店房間，比澳門及珠海相差甚遠。港府揚言要發展東大嶼都會，恐怕又是紙上談兵。有朋自遠方來，不亦樂乎。香港的情況卻是，有客自遠方來，不亦憂乎。憂無房間可住，憂過關大排長龍，憂景點及商場逼爆，更憂中港矛盾進一步惡化。作為四大經濟支柱之一的旅遊業，正面對難以為繼的巨大危機，港府豈能繼續坐而論道！迷你倉出租

Singapore, China, Japan and South Korea are among the fastest growing markets for online accommodation rental service AirbnbFor his first trip to Singapore last week, Nathan Blecharczyk, co-founder of online accommodation rental service Airbnb, found a place to stay on his own website.迷你倉The condominium near Airbnb's Singapore office in Neil Road will not be the last homestay he has here. He plans to return as Singapore is one of four Asian countries the company aims to grow its presence in this year.After all, it is one of the fastest growing markets for Airbnb, alongside China, South Korea and Japan. On the recent New Year's Eve alone, the most popular night worldwide for Airbnb bookings, nearly 3,000 travellers from Singapore were using Airbnb, he says.The number of guests here who have used Airbnb increased by nearly 250 per cent in the last year. And South Korea saw a 435 per cent increase in guests using Airbnb, with China at 320 per cent and Japan 220 at per cent, he says. He declined to give absolute figures.The Airbnb chief technology officer was in town last week for two days. He was in Asia to holiday in Bali with his wife, a paediatrician, as well as make market visits to China, South Korea, Japan and Singapore.Mr Blecharczyk, 30, founded the company with chief executive Brian Chesky and chief product officer Joe Gebbia, both 31, in 2008.The previous year, Mr Chesky was sharing a San Francisco apartment with his college friend Mr Gebbia, occupying a room that Mr Blecharczyk had vacated because the rent was too high.Mr Chesky found he could not afford the rent either and decided to rent out his room one weekend to delegates of a conference who could not get a hotel room. The room had just an air mattress but he made more than US$1,000 that weekend from three people who stayed there. He also showed them around the city.Mr Chesky and Mr Gebbia, both graphic designers, felt there must be other people willing to rent out their homes, and teamed up with Mr Blecharczyk, then a Web developer."The aim was to make it as easy to book someone's home as it is to book a hotel room," he says.On Airbnb, home owners put up listings of rooms or houses they want to rent out on the website, listing amenities, house rules and details about themselves.Travellers can then find homes they would like to stay in in the city they are travelling to and book the rooms online. Prices range from $18 a night for a 1 sq m house in Berlin, thought to be the smallest in the world, to more than $13,000 a night for a villa in South Beach, Miami.Today, Airbnb lists 5,050 properties in more than 34,000 cities in 192 countries. Similar rental websites have since sprung up, including Zotel, Roomorama, Travelmob, Stayz, Wimdu, PandaBed and 9flats.Of the 10 million guests Airbnb accommodated worldwide since it started in 2008, six million were new guests last year.The secret to Airbnb's dramatic growth and success is that it provides travellers with an authentic local experience in the city they are travelling in, he says."When you're in a hotel, you could be anywhere in the world - hotel chains are mostly cookie- cutter. But when you're staying in someone's house, and 87 per cent of our properties are the primary residences of someone, you get a whole different perspective on the place you're visiting," he says.He adds that this fits with the new trend in travel. This has yielded many interesting experiences, such as staying for seven nights in a treehouse in Bali, he says.He adds that treehouses are among Airbnb's most popular properties, with one of the most coveted being outside San Francisco."A family had built a treehouse next to their house and one summer, the kids came back from university and put the treehouse up on Airbnb as a joke."Today, it's one of the most popular on the website and is always booked solid for the next four months. They've had to keep raising the price because of its popularity," he says of the one-bedroom treehouse that sleeps two adults and two children.He adds that many of the coolest places he has stayed in were built by people who had no intention of renting them out. "The charm of it is that many of these places were not built with any commercial intent," he says. 為促進我國內需市場發展，經濟部商業司委託財團法人商業發展研究院進行「國人退休族群幸福商機調查」，針對已退休的族群進行消費商機探索，包括退休後的資源評估、退休調適、退休幸福等調查，從飲食、健康、休閒、網路及旅遊等各面向提出消費商機建議，做為廠商及商業政策制訂的基礎參考。此次退休族群調查樣本分布中，男性占52%、女性占48%，年齡以60至64歲為最多（30.迷你倉旺角6%），每月可支配所得主要在2萬元以下（51.3%）。研究發現「退休族群」最擔心的事，主要是以體力衰退（31.2%）與生活經濟問題（24.3%）為主，其中，64歲以下主要擔心生活經濟問題，65歲以上主要擔心體力衰退問題；主要推測因為64歲以下退休族群孩子大多正值成家立業之時，對父母尚有經濟依賴，因此64歲以下退休族群較擔心經濟問題，65歲以上年紀漸增，身體健康問題也相對較多。在「退休飲食消費」部分，有六成左右的退休族群在飲食上與以往沒有太大差異，但有17.6%表示會增加蔬菜水果的消費。另外有21.8%表示，會減少在外上餐館吃飯。推論退休族群更關注自身健康，因此清淡飲食及在家自行料理的安全飲食，會是退休族群未來主要餐飲消費型態。在「退休健康消費」部分，有30.5%退休族群表示，會增加健康消費，且會增加健康消費的族群中，有71.8%選擇買健康食品，有21.2%會採購居家保健用品（例如：血壓計、血糖計、體脂計等），隨著年紀越大，健康狀況也隨之下降，因此健康消費部分會隨著退休年資愈高，消費額度也愈高。該調查也發現，大多數退休族群期待自己的體能狀態能年輕12歲，外表方面則希望比實際年齡年輕11歲，這顯示出退休族群對於自己身體狀態與外表都相當在意mini storage都希望能回到壯年時的體力與外表狀態。在「退休網路使用狀況」部分，有29.2%退休族群表示會增加網路使用頻率，主要是上網蒐集資訊（60.6%）及網路娛樂（15.7%）等，且網路使用比例提升較高的族群以剛退休一至五年退休族群為主。根據瞭解，有許多退休族群在閒暇時會學習使用網路，用來觀察或規劃退休金投資規劃相關事項，或是應用相關通訊軟體、網頁，與親友、兒孫分享資訊或聯繫。也有許多退休族群喜愛應用網路上的影音、遊戲等來打發時間，練習鍛鍊腦力，或是學習及培養自己的興趣。另外，有許多年輕族群會在特殊節日購置相關3C商品提供給父母長輩使用，使退休族群上網人口也逐漸增加。在「退休旅遊與生活休閒活動」部分，有44.4%表示退休後會增加旅遊活動，會增加旅遊退休族群中，主要選擇以國內旅遊為主（60%），其次為國外旅遊（40%）；另61.6%規劃增加自己的休閒活動，主要青睞參加社區活動（44.2%）及登山活動為主。根據以上調查結果，商業發展研究院提出相關商機策略建議，主要在兩大面向，第一：打造人老心不老系列商品，例如：針對各不同年齡層適用之退休族體能訓練套裝、旅遊及登山活動及相對應的抗老健美商品等。第二：研發提升退休族群生活成就感之相關設計商品，例如：動腦訓練商品、退休族群專屬網站，行動載具、軟體易用性、介面與優化設計等。第三：退休族群陪伴及互動需求湧現，退休族群需要更多能提供陪伴或與其互動的相關商品，除鐘點計價的打掃或購物陪伴、客製化的多日遊或一日遊旅遊活動、寵物伴侶等。本次調查實際電訪之有效樣本數為1,068份，在95%的信心水準內，抽樣誤差為正負3.0%。（作者是商業發展研究院行銷與消費行為研究所研究員）迷你倉
